Instructions

  • Preheat oven to 350°F and melt butter in a 9×9-inch baking dish.

  • Whisk flour, 1 cup sugar, baking powder, and salt in a bowl.

  • Stir in milk until smooth.

  • Pour batter over melted butter without stirring.

  • Mix lemon juice, zest, and remaining sugar, then spoon over batter.

  • Pour hot water gently over entire dish without stirring.
